Governor Ron DeSantis Appoints Two to the Florida Transportation Commission, Appoints Three to the Florida Development Finance Corporation Board of Directors, Appoints Five to the Martin County Children’s Services Council, Appoints Timothy Sullivan to the North Lake County Hospital District Board of Trustees, and Appoints Five to the Lake-Sumter State College District Board of Trustees

Tallahassee, Fla. — Today, Governor Ron DeSantis announced the appointment of Alex Lastra and Russell “Rusty” Roberts to the Florida Transportation Commission.  

Alex Lastra

Lastra, of Miami, is a Managing Member of Desarrollo Florida. He is a Certified General Contractor, two-time Latin Builders Association Developer of the Year and a Past President of the Latin Builders Association. Lastra earned his bachelor’s degree in business administration from Florida International University.  

Russell “Rusty” Roberts

Roberts, of Longwood is a transportation consultant. He has served as Vice President of Government Affairs for Brightline Trains and as Chief of Staff to United States Representatives John Mica and Ileana Ros-Lehtinen. Roberts is a member of Floridians for Better Transportation, the Orlando Economic Partnership and the American Public Transportation Association.  These appointments are subject to confirmation by the Florida Senate.

Tallahassee, Fla. — Today, Governor Ron DeSantis announced the appointment of Moshe Popack, Andrew Russell and Heather Shubirg to the Florida Development Finance Corporation Board of Directors. 

Moshe Popack

Popack, of Miami Beach, is the Owner of YMP Real Estate Management, a company recognized by the South Florida Business Journal as a Top Commercial Property Management Firm in 2019 and 2020. He is a member of the Young Presidents’ Organization and the Florida Assisted Living Association. Popack earned his master of business administration from Long Island University and his juris doctor from Touro Law Center.  

Andrew Russell

Russell, of Jacksonville, is President of Sound Payments, Inc. Previously, he was Chief Executive Officer of Mid-Atlantic Federal Credit Union, Senior Vice President at BBVA and Executive Vice President at PNC Bank. Russell is a Past President of the First Coast Hispanic Chamber of Commerce and is a Board Member of the Arts Museum of the Americas. He earned his bachelor’s degree from the University of the State of New York and a master’s degree from Troy State University.  

Heather Shubirg

Shubirg, of DeLand, is Executive Vice President of Team Volusia Economic Development Corporation. Previously, she was Senior Director of the Orlando Economic Partnership and Vice President of Business Development at Enterprise Florida. Shubirg serves on the boards of the United Way of Volusia-Flagler and the SMA Healthcare Foundation. She earned her bachelor’s and master’s degrees in economics from the University of Central Florida.  These appointments are subject to confirmation by the Florida Senate.

Tallahassee, Fla. — Today, Governor Ron DeSantis announced the appointment of James Campo, Susan Kinane, Joe Flanagan, Susan Burrows and Jodie Certosimo to the Martin County Children’s Services Council.   

James Campo

Campo, of Stuart, is a certified financial planner and President of Campo Financial Services. He is the Vice Mayor of the Town of Seawall’s Point, a member of the Martin County Metropolitan Planning Organization and has served on the Martin County Children’s Services Council since 2018. Campo earned his bachelor’s degree in political science from Florida Atlantic University and his Certified Financial Planner certificate from Florida Institute of Technology.  

Susan Kinane

Kinane, of Palm City, is Chief Executive Officer of the SM Kinane Corporation. She is Board President for the Samaritan Center for Boys, Campaign Chair for Molly’s House and is a member of the Stuart Martin County Chamber of Commerce, Palm City Chamber of Commerce, Martin County Business Exchange and the House of Hope. Kinane earned an associate’s degree from the State University of New York.  

Joe Flanagan

Flanagan, of Stuart, is an Assistant Principal at Dr. David L. Anderson Middle School. Previously, he was Director of the Department of Transportation for the Martin County School District and Principal of Spectrum Academy and Dizzy Gillespie Charter School. Flanagan is President of Children’s Emergency Resources and a member of the Florida School Music Association and Project Graduation. He earned his bachelor’s degree in music education from Troy State University and his master’s degree in education from Georgia Southern University.  

Susan Burrows

Burrows, of Stuart, is the retired Principal of the Challenger School of the Martin County School District. She has served on the Martin County Children’s Services Council since 2018 and is also involved with the Hope Center for Autism and ARC of Martin County. Burrows earned her bachelor’s degree from The College of New Jersey and her master’s degree from Nova Southeastern University.  

Jodie Certosimo

Certosimo, of Jensen Beach, is Coordinator of Title 1 Programs at St. Lucie County Public Schools. Previously, she worked in admissions at Florida Atlantic University and as an Exceptional Education Teacher in St. Lucie County Public Schools. Certosimo is Treasurer of the Florida Grant Developers Network and previously served on the board of Team Tommy Foundation. She earned a bachelor’s degree in exceptional education from the University of Central Florida and a master’s degree in education and PhD in education leadership from Florida Atlantic University.

Tallahassee, Fla. — Today, Governor Ron DeSantis announced the appointment of Timothy Sullivan to the North Lake County Hospital District Board of Trustees.   Timothy SullivanSullivan, of Leesburg, is an advisor at Prudential Financial. He served on the Lake County School Board, two terms on the Lake County Board of County Commissioners and 33 years in the United States Army, Army National Guard and Florida National Guard. Sullivan is a member of Leadership Lake County Alumni, the American Legion and the Leesburg Partnership Advisory Board. He earned his bachelor’s degree in political science from The Citadel and a master of strategic science from the United States Army War College.

Tallahassee, Fla. — Today, Governor Ron DeSantis announced the appointment of Jennifer Hooten, Emily Lee, Ivy Parks, Peter Wahl and Bryn Blaise to the Lake-Sumter State College District Board of Trustees.   

Jennifer Hooten

Hooten, of Bushnell, is a Teacher of American Government and Economics at South Sumter High School. She has served on the Lake-Sumter State College District Board of Trustees since 2018 and is English to Speakers of Other Languages certified. Hooten attended Lake-Sumter State College before earning her bachelor’s degree in education from Saint Leo University.  

Emily Lee

Lee, of Eustis, is the former Director of Children’s Services for Lake County and a former specialist with the Community Coalition Alliance. She is a member of the Lake County Golden Triangle Rotary Club and sits on the board of Gateway Community Health Center. Lee earned her bachelor’s degree in education from Southern University and a master’s degree in counseling from Minnesota State University, Mankato.  

Ivy Parks

Parks, of Clermont, is an Administrator with Parks Consulting Services. Previously, she was a senior specialist in human resources at Lockheed Martin. Parks is a former member of the Lake County Library Advisory Board and is a member of the local Parent Teacher Organization. She earned bachelor’s and master’s degrees in business administration from the University of Central Florida.  

Peter Wahl

Wahl, of The Villages, is a former President of The Villages Health System. He is a Past President of the Rotary Club of The Villages, mentor with Lake-Sumter Take Stock in Children and a Board Member Emeritus at the Lake-Sumter Children Advocacy Center. Wahl earned his bachelor’s degree from Winona State University and his master’s degree in social work from the University of Texas at Arlington.  

Bryn Blaise

Blaise, of The Villages, is a licensed engineer with Blaise Engineering. Previously, he was Vice President and Construction Manager for The Villages and is a Florida Professional Engineer and Certified Building Contractor. Blaise earned his bachelor’s degree in electrical engineering from the University of Central Florida.  These appointments are subject to confirmation by the Florida Senate.
