The City Commission approved the sale of seven Community Redevelopment Agency (CRA)-owned parcels in the Northwest-Progresso-Flagler Heights CRA to the Central County Community Development Corporation, in partnership with Ellavoz Impact Capital, LLC and the Broward County Minority Builders Coalition, Inc. The development team will create Legacy Village, a $20.88 million affordable housing project featuring 64 apartment units, including live-work spaces and ground-floor commercial uses across four sites. The proposal includes housing options at 50%, 60%, and 80% of AMI (Area Median Income) and will integrate community-serving amenities like a wellness center and urban garden space. The developer is not seeking CRA funding and will acquire the properties for a nominal $40 as part of a public benefit agreement. Construction is expected to be completed by 2027.
The Commission adopted a resolution approving $500,000 in CRA funding to support the installation of lateral sewer connections for CRA-owned infill housing lots in the Northwest-Progresso-Flagler Heights (NPF) CRA. The funding will address infrastructure gaps that hinder affordable housing development, with costs per property ranging from $25,000 to over $60,000. The CRA will coordinate with the City’s Public Works Department to carry out the installations using licensed contractors, and the improvements are expected to serve 7 to 10 properties.
